How costly is setting up a cement manufacturing plant?
First you need limestone mine
Second you need clay with the correct amount of silica
Third you need a mill to grain the limestone in to powder to mix with the clay
Forth you must have an oven which can get to temperatures over 1100degrees Celsius.
Fifth you need another mill to grain the burnt clay/limestone bricks into micronic powder and air- and water tight barrels to store the cement powder in.
